In Country Micro Projects Scheme
The In Country Micro Projects Scheme (ICMPS) enables Irish diplomatic missions in a number of countries, where Ireland does not have a development programme, to allocate funds to local civil society organisations for small development projects.

CERF and Sudden Onset
The Central Emergency Response Fund (CERF) is a UN humanitarian funding instrument, managed by the UN Office for the Coordination of Humanitarian Affairs (UNOCHA). It releases money rapidly when a crisis occurs or when there is a sudden escalation of an existing crisis and responds to underfunded emergencies. It is a rapid response mechanism that aims to have funds on the ground within 72 hours of a crisis occurring, thereby kick-starting life-saving humanitarian response. It also strengthens core elements of humanitarian response in underfunded crises by responding to critical gaps.
As a flexible and fully un-earmarked humanitarian pooled fund it is also well aligned with Ireland’s Grand Bargain commitment to un-earmarked funding. In order to address any sudden onset crisis or emergency that may arise, a humanitarian funding reserve is maintained to ensure that Ireland is in a position to respond rapidly and flexibly, either through a call for proposals or bilateral engagement with a pre-identified partner, depending on which organisations are best placed to respond.

Rapid Response Initiative
The Rapid Response Initiative budget line aims to assist in minimising the loss of life and alleviating the suffering of vulnerable people in crisis situations through the rapid deployment of emergency relief supplies and highly skilled personnel.
Under this budget line, emergency relief supplies - including tents, tarpaulins, shelter kits, blankets, solar lamps, cooking sets, soap, jerry cans and water tanks - are prepositioned in UN Humanitarian Response Depots (UNHRD) around the world, and airlifted into crises to meet the immediate and most basic needs of affected communities and displaced people. Ireland also contributes annually to the continued running costs of the UNHRD network. Also under this budget line, highly skilled members of the Rapid Response Corps are deployed at short notice into crisis situations to provide much needed surge capacity in our UN Stand-by Partners’ humanitarian operations in the areas of logistics, shelter and camp management, water and sanitation, protection, gender, nutrition, humanitarian coordination and other areas.

The Africa Strategy and Innovation Fund supports the broad objectives of the Government’s Africa Strategy and the Global Ireland policy, which commits to doubling Ireland’s global footprint. It also supports innovative approaches to the implementation of Ireland’s new policy for international development, ‘A Better World’. These policies provide an increased impetus to expand our bilateral relationships, deepen our political engagement, innovate with our development cooperation and continue to seek opportunities for trade and investments in Africa. Increasing trade with countries in Africa, and supporting their inclusive and sustainable economic growth, is a focus of the Africa Strategy and Innovation Fund.
The Africa Strategy and Innovation Fund supports projects and initiatives that further the aims of the Government’s Africa Strategy, which places Ireland’s traditional strong development focus in the broader framework of political, economic and cultural relations with African countries. An updated fund came on stream in 2019 following the Government’s commitment to double Ireland’s global footprint through the Global Ireland policy (2018) and as Ireland’s new policy for international development, ‘A Better World’, and new Government of Ireland Africa Strategy were launched (2019). The Africa Strategy and Innovation Fund supports an enhanced engagement with countries of secondary accreditation in Africa, and supports innovative projects which build Ireland’s profile and leverage existing investments from multilateral and civil society sources. The programme offers selected students the opportunity to undertake a fully-funded one-year master’s programme at a prestigious higher education institution (HEI) in Ireland. The award covers course fees, flights, and accommodation and living costs.

The World Bank provides significant financial and technical support for developing countries in their efforts to eradicate poverty and achieve the SDGs.
