Review of Ireland’s Strategy for Partnership with Small Island Developing States 2019-2025

Ireland's strategy for partnership with Small Island Developing States (SIDS) 2019-2025, launched in 2019, represents an innovation for the Department of Foreign Affairs given its cross-governmental nature and has since guided Ireland's engagement with SIDS. The strategy includes 36 commitments across four strategic objectives focusing on Ireland's influence, place in Europe, values, and people.
The purpose of the independent review of the SIDS strategy was to capture the progress and challenges in the implementation of the strategy and to identify learning that could inform future strategy, policy, advocacy, and diplomacy initiatives.
The review found that the strategy was coherent with 'A Better World' and 'The Global Island', and relevant both for Irish foreign policy objectives and for priority areas of action for SIDS. It also found that significant progress has been made in achieving the 36 commitments included in the strategy. Key lessons learned are highlighted and important points for consideration are identified and are expected to have utility in designing a next strategy.
